consider whether the necessary measure of reform could not be secured, and previous deficiencies in port arrangements remedied by some modification of the existing system of Governmental control, which would ensure, on the one hand, close and effective co-ordination between the various Government Departments concerned, and, on the other, the fullest possible representation of both the public and any other major interests involved. appointment of an Advisory Committee was suggested as a possible means of securing these objects.

Sir Mark Young appointed a local Committee to consider this matter. He has now forwarded a report of that Committee under cover of a despatch of which a copy is enclosed. I am also to enclose a summary of the conclusions and recommendations of the Committee which involve the abandonment of the plan for creating a Port Trust and the setting up of a Port Committee to secure the necessary co-ordination between the Government departments concerned with the Port and the necessary representation of the shipping and other interests concerned. Mr. Creech Jones would be grateful for any comments which the Minister of Transport may have to offer regarding the recommendations relating to these two matters which are discussed in paragraphs 4 and 5 of the Governor's despatch.
